Territory factories

Description

Third-places are emerging as a major issue of concern for local elected representatives, particularly in rural areas, to meet the challenges of sociability and accessibility to a service (cultural, commercial, etc.) or productive offer in the territories. Through the ‘new places, new links’ programme, the government has affirmed since 2020 its support for the deployment of these places, with a view to territorial cohesion, giving priority to the most fragile territories. The ANCT, through its ‘Fabriques de territoire’ scheme, has thus supported general third-places that develop local services in connection with territorial needs. Through eight waves of selection between 2020 and 2021, this scheme made it possible to label and grant 300 third-party locations for a total of EUR 45 million in grants. After a ninth wave in 2023, which enabled 82 new Fabriques de territoire to be labelled and subsidised to the tune of EUR 4 million, in 2024 the State renewed its support for third-places, 80 winners were thus supported, thanks to a subsidy of EUR 8 million. Since the creation of the system, 407 "Fabriques de territoire", distributed in 288 of the 333 national districts, have been created in France.
