France Mobile Indicator - Status and history of fixed DCC and 4G deployments

Description

**Presentation** To ensure effective digital coverage of the territory, the France Mobile Programme aims to provide targeted coverage to the points of interest identified under the New Mobile Deal, namely the creation of around 5000 4G sites under the Targeted Coverage Scheme (DCC) and 1000 sites under the ‘Fixed 4G’ (known as fixed 4G) coverage extension scheme. Under this DCC scheme, each operator is required to install 5 000 new sites (some of which may be shared), at a rate of 600 to 800 sites per year. These sites are identified by the territories, within the framework of local project teams chaired by the Prefect of the Department (or region) and the President of the Department (or region) and composed of representatives of the prefectures of the regions, the presidents of the EPCIs, associations of local authorities (mayors and rural mayors) and the project leader of public initiative networks of the Plan France Très Haut Débit. Operators must cover the area in voice, SMS and 4G internet, at the latest within 24 months of the publication of the order setting out the list of sites to be covered. The objective of the fixed 4G coverage extension scheme is to ensure good broadband coverage in uncovered or poorly covered areas. Orange and SFR are obliged to install 500 new sites each. Once an area has been selected and published in a ministerial order, operators have a maximum of 24 months to provide the expected coverage (‘fixed 4G’ internet access). The Government has identified the 1,000 fixed 4G sites targets through 4 decrees published in 2019, 2020, 2021 and 2023. **Data** This indicator shows, for each department, the history of the number of 4G mobile sites that have been the subject of a ministerial order and their commissioning under the targeted coverage scheme (DCC) and the fixed 4G scheme of the New Deal Mobile since the beginning of the scheme. The ministerial decrees are prepared by the France Mobile Programme of the ANCT on the basis of the requests of the mobile project teams and then adopted by the Minister responsible for electronic communications after consulting the Independent Authority for the Regulation of Electronic Communications, Posts and Press Distribution (Arcep). This dataset also shows the number of pylons put into service since the beginning of the device. This information is updated each month on the basis of the operators’ reports and compiled by the ANCT, usually two to three weeks after the end of the month (some months operators may not provide any information). The data therefore includes a historical and temporal component for monitoring the stock of identified sites and sites put into service. The initial value of this indicator is May 2022. The targeted coverage device and the fixed 4G device concern only the metropolis, the overseas territories are therefore not concerned by this indicator.
