Marseille - Audit of schools and follow-up of the treatment of criticalities
Description
Considering the state of the degraded school buildings and the resulting risks for students, teachers and staff of the City of Marseille, a technical audit was undertaken in 2019 covering all school buildings (excluding school kitchens), i.e. 680,000 m2. The contract was awarded in two geographical lots, in the North, Qualiconsult (comprising arrondissements 2 to 5 and 13 to 16), and in the South, APAVE (arrondissements 1 and 6 to 12). The audit started on 9 September 2019 and ended in December 2019. Compliance with the owner’s regulatory obligations and the condition of the buildings were checked. Work recommendations and warnings, classified according to the level of importance, are listed in a binder and made available by the city. The data shall report on the resolution and progress of work following the criticality points. The safety, security and security of school buildings are a priority for the new municipality of the City of Marseille. This is why it released an exceptional budget of €30 million when it arrived, by deliberation No 20/0201/EFAG of 27/07/20. Of the 843 alerts (criticities 1): *as of 01/07/2020, almost 20% have been processed; * as of 01/12/2020, more than 55% have been treated; * as of 16/02/2021, more than 67% have been treated. The target for 2021 is to have processed 90% of audit reports. The remaining 10% (GEEP) will be the subject of a specific renovation plan included in the PédA (Schools for the Future Plan). The audit documents in their entirety shall contain: scoring grids for each building, a report and a summary per school for the schools handled by Qualiconsult; grading grids for each of the buildings, a summary and photo files per school for the schools processed by APAVE.
