Description
In 2023, the number of first residence permits issued slightly increased by 2.5% compared to 2022. The decrease in the number of residence permits issued on family and other grounds is offset by the increase in the number of permits issued on all other grounds.
The first residence permits correspond to the permits held by adult foreigners following a first application for residence. They therefore do not take into account renewals of titles even when they change in nature (for example, a foreigner entered on the "student" motive who would later become a "employee" motive will not be counted a second time as the first title). The reference date chosen is the starting date of validity of the residence permit.
The data for the year 2022 are final. For 2023, they are provisional: in view of the delays between the submission of an application and the issue of the permit, certain permits issued during the year are not yet registered in the national management database for residence permits. They will be counted at a later stage, when the final data are published in January 2025.
Since the implementation of Brexit, the British are among the third-country nationals (TCNs). They are required to hold a residence permit to stay in France since October 1, 2021. This explains the exceptional massive influx in 2021, and the return to a more usual pace of first-time securities issuance in 2022. They are presented in isolation in the tables below, so as to have homogeneous series over time.
