Description
Since the Law of 13 December 2000 on urban solidarity and renewal, local urban development plans have succeeded the ‘Soil Occupancy Plans’ (POS) which were decentralised in 1983. The Plan Local d'Urbanisme (PLU) is an urban planning document that, at the level of the group of municipalities or the municipality, reflects a global development and urban planning project and sets the rules for land use and development accordingly.
The PLU must, on its perimeter, respect the general principles set out in Articles L. 110 and L. 121-1 of the Urban Planning Code and determine the conditions for spatial planning that respects the principles of sustainable development by providing sufficient construction and rehabilitation capacities to meet the needs of housing and public facilities, economic, commercial or tourist activities, sport and culture.
It sets out a diagnosis, drawn up according to the same criteria as for SCOTs, and includes a presentation report, a development and sustainable development project (PADD), general planning and programming guidelines, a regulation and annexes (public utility services, etc.). Each of these documents may include one or more graphic documents. This development summary document, relating in particular to neighbourhoods to be developed, rehabilitated, restructured or developed, incorporates the provisions of local housing programmes and urban travel plans, where the PLU is drawn up at inter-municipal level.
