11th PROGRAMME: TERRITORIAL SOLIDARITY
Description
Different zonings have been defined to guide the implementation of the Agency’s intervention policies in the period 2019-2024 (revision 2021).
Depending on the case, they correspond to:
eligibility criteria, i.e. projects must be located in the defined area in order to be eligible for Agency aid or an increase in the rate of Agency aid;
priority criteria, i.e. depending on the area in which the projects are located, they have priority or not to be awarded Agency support, in case the cumulative amounts of the different applications exceed the available budgetary envelope.
Territorial solidarity:
In accordance with national guidelines, it is planned to step up financial support for communities in structural difficulty, because they are located in sparsely populated areas and for which a fair price for water does not make it possible to meet investment needs.
The municipalities identified under this territorial solidarity are:
the municipalities included in the Rural Revitalization Zones (ZRR) designated by the national decree of 22 February 2018;
municipalities with a population that is ‘very sparsely populated to sparsely populated’ and whose household standard of living is in the lower half of the Basin scale.
These criteria correspond to 1 146 municipalities which can thus benefit from an additional subsidy rate of 15% for works relating to sewage works, sewerage networks and drinking water (eligibility criterion).
