Description

Base containing the addresses present in 7 cities in the territory of Plaine Commune: La Courneuve, L’Île-Saint-Denis, Pierrefitte-sur-Seine, Saint-Denis, Saint-Ouen-sur-Seine, Stains and Villetaneuse. The law of 21 February 2022, known as the ‘3DS’ law, reaffirms the municipality’s competence in addressing. It must name the routes, the localities and the numbering of the buildings it must manage within a BAL, but also transmit the data associated with the [Base Adresse Nationale] (https://adresse.data.gouv.fr/) (BAN). These cities have delegated the management of urban planning to Plaine Commune by a provision of service. The EPT is therefore at the origin of the track numbering decrees for new constructions, which are then signed by the mayors. EPT also has a Geographic Information System (GIS) which allows it to pool the management of address data in BAL 1.3 format and publish them on its website in open data. As such, Plaine Commune is therefore a signatory of [the charter of the Local Address Database] (https://adresse.data.gouv.fr/bases-locales/charter) accessible for download on this page with address data.
