Health Insurance Act; defaulters other characteristics as at 31 December
Description
This table shows the number of defaulters under the Health Care Insurance Act with an administrative contribution on 31 December, according to the characteristics of place in the household, enrolment in higher education (HBO or WO) and benefits for incapacity for work, social assistance, unemployment or IOAZ/IOAW.
The number of defaulters as of the end of 2010 is not comparable to the numbers of defaulters as published for the years 2006-2009 due to the difference in definitions used and the change in the method of submission of the data.
As of 1 July 2016, a legislative amendment to the Health Care Insurance Act (improvement of the defaulter scheme or 'good payer scheme') has entered into force. This legislative amendment gives health insurers a wider power to report persons as defaulters to the CAK. This is possible because defaulters directly agree a payment arrangement with their insurer and by appointing the Minister of Health, Welfare and Sport (VWS) of certain groups, which can outflow under certain conditions. The latter concerns, in particular, persons receiving social assistance. Although this scheme only came into force in 2016, insurers anticipated this in 2015, so that the consequences of this scheme can already be seen in the figures in 2015.
