Basis for building permits and other planning permissions

Description

Any petitioner planning a new construction, conversion or demolition of a construction requiring the submission of a permit, must complete a form relating to his project and send it to the training centre of the municipality where the works are located. The project information is filled in and instructed in the application [Cart@DS] (https://logiciels-sectorpublic.inetum.com/sp/logiciel/cartds-dossier-urbanisme) used by the 9 cities of the EPT Plaine Commune. Chaque mois ces informations sont envoyées à la DREAL afin d'alimenter la base de données [SITADEL](https://www.data.gouv.fr/fr/datasets/base-des-permis-de-construire-et-autres-autorisations-durbanisme-sitadel/) (Système d’Information et de Traitement Automatisé des Données Elémentaires sur les Logements et les locaux) de l’Etat. As part of the opening of public data, every quarter the EPT Plaine Commune makes available to the public a large part of the information concerning the planning authorisations **of 8 cities in the 9 of the territory** (Epinay-sur-Seine, La Courneuve, L’Ile-Saint-Denis, Pierrefitte-sur-Seine, Saint-Denis, Saint-Ouen-sur-Seine, Stains, Villetaneuse). The following data shall be made available: - Building permits (PC) and prior declarations (DP) granted creating at least one dwelling since 2017; - Building permits (PC) and prior declarations (DP) granted for the creation or extension of non-residential premises since 2017; - Development permits (PAs) granted since 2013; - Demolition permits (PD) granted since 2013. With each new update, the files are re-deposited in their entirety in order to take into account the folders cancelled during the instruction.
