Digital Accessibility Observatory (RGAA)
Description
The purpose of the accessibility observatory is to assist the **piloting** of the accessibility of public websites. It is addressed to both the**elected** and the**developer**.
The analysis is based on the **RGAA** (General Framework for Improving Accessibility). The latter proposes precise indicators, but difficult to understand (compliant, non-compliant, non-applicable tests).
The observatory informs all the indicators of the RGAA, with the aim of sifting through all public websites, and verifying their compliance.
## A new indicator
In order to support public stakeholders, the observatory introduces a new indicator: **number of errors**.
From the point of view of the RGAA, all errors of the same type are placed in a single test, qualified as non-compliant. The observatory focuses on the quantification of errors. The **number of errors** is defined as the sum of the errors of all non-compliant tests.
## Volumetry and perimeter
The Observatory shall reuse the [Public Sector Domain Names] dataset (https://gitlab.adullact.net/dinum/domain-names-organizations-sector-public/) managed by the DINUM (Interministerial Directorate for Digital).
This repository contains **90,000** entries, which produces 37,000 websites responding to an HTTP or HTTPS request (spring 2024).
The measure relates to the home page of the site. In the future, it will be operated on the entire site.
## Technique and limitations
The observatory only deals with the automatable part of the RGAA and cannot replace a full audit by a specialist.
Automated auditing shall be carried out by [free software Asqatasun] (https://gitlab.com/asqatasun/Asqatasun). The latter covers [45% of the GAAR](https://doc.asqatasun.org/v5/en/Business-rules/RGAA-v4/) (117 tests covered out of the 257 of the GAAR). In spring 2024, Asqatasun v6.0.0-beta.2 and RGAA 4.0 are used.
