Development of the Master Plan for charging infrastructure for electric vehicles in Maine-et-Loire
Description
The Mobility Orientation Act gives the possibility to each public authority and institution
holders of the competence "IRVE1" to define a master plan for the development of
charging infrastructure for electric and plug-in hybrid vehicles open to the public
(also titled SD IRVE). As explicitly mentioned in the guide2 master plan
published by the Ministry of Ecological Transition, the objective of the master plan is to achieve
roll-out of a recharging offer:
▪ coordinated between public and private developers;
▪ consistent with local mobility, air quality and environmental policies
climate, urban planning and energy;
▪ adapted to changing recharging needs for local or transit traffic.
Rapid progress in electric mobility requires efficient deployment of infrastructure
charging for electric vehicles (IRVE). The recharging market for electric vehicles
and plug-in hybrids is marked by a paradigm shift with
increasingly strong private sector. Also, it is important for public actors to position themselves
and to define a deployment strategy for operational deadlines. In this context,
energy unions (subsequently referred to as ‘SDEs’), involved in the deployment of
first networks of charging stations, and holders (at least partially) of IRVE skills
delegated by the municipalities, have a key role to play at territorial level.
The realization of the EVIR SD is therefore a fundamental step to frame the deployment of EVIRs
on the territory. Its implementation, detailed by the Ministry of Ecological Transition, is based on:
key steps that can be addressed and titled differently across territories. The present
SD IRVE is structured around five key phases:
1. A diagnostic phase, i.e. a phase making it possible to take stock of
existing publicly accessible recharging points, also giving an overview of others
alternative energies represented on the territory (hydrogen and bioGNV). The objective of this
diagnostic phase is to develop a precise understanding of the state of the network on
the territory, and its use, as a starting point for further analysis.
2. The next phase concerns the definition of scenarios on vehicle take-up
electric and plug-in hybrids.
3. Based on these scenarios, the EVIR needs will be assessed through a work of
detailed modelling, allowing to estimate both the amount of charging points
necessary, their power but also their geographical mesh.
4. Once the needs have been assessed, the next phase will be to define a strategy for
deployment of EVIRs, taking into account timing aspects,
economic, but also the organisation between the public and private sectors.
The objective is indeed to ensure the deployment of a coordinated offer for the territory in
in line with the needs identified and the specificities of the territory.
5. Once the strategies are defined and validated, the IRVE SD project will be transmitted to the prefecture
for validation. It should be stressed that the document will not be fixed and will have
to be regularly updated in line with operational follow-up.
In parallel with these phases, a consultation work of the key actors of the territory in connection with the

This report covers the first of the above diagnostic phases in order to have a
a fairly global view of the situation on the territory.
After a contextualisation of the evolution of the market for electric and hybrid vehicles
reloadable in the first section, the second section will cover static data analysis
and dynamics of the existing IRVE network in Maine-et-Loire. The third section will focus on:
summarise the main conclusions of the economic analysis of the Ouest-Charge du Siéml network on
the period 2019-2020, and to define the number of recharges needed to reach the threshold of
profitability. A fourth section will make it possible to complete the inventory of the existing situation with the analysis
returns from 205 subscribers collected during the IRVE SD: some of these returns will also be
disseminated throughout this report to illustrate some of the findings. The projects of
deployments of additional recharging infrastructure will be presented in a fifth
section, as well as the state of play of alternative mobility solutions in a sixth section.
The seventh and final section will take stock of all these observations, presenting a
state of play of the strengths, weaknesses, opportunities and threats of electric mobility in Maine-et-
Loire.
