Government Priority Reforms 2017-2022

1. Government Priority Reforms

During his term of office 2017-2022, the President of the Republic wished to strengthen the monitoring of the implementation of the reforms, and more particularly those with a stake in terms of their direct impact on the daily life of the French. 83 priority reforms have been identified.

The implementation of these priority reforms, requiring significant operational and political commitment, has been the subject of close national and territorial steering, to ensure the deployment of the schemes and to measure their impact on the ground, but also to identify obstacles and provide rapid responses.

Each priority reform was placed under the responsibility of a member of the Government, and its territorial variation entrusted to the prefects, once territorial levers had been identified. The animation and follow-up of the scheme was entrusted to the Interministerial Directorate of Public Transformation by a circular of the Prime Minister of 18 November 2020.

2. Data Structure

For each priority reform, the outcome of public action was measured through a series of indicators at the national and local levels, including so-called impact indicators. Each indicator consists of:

— an initial value showing the starting situation, either in 2017, or, where applicable, at a later date corresponding to the launch of the monitoring mechanism;
— current values incremented over the course of the exercise, representative of the situation at a time T;
— in the vast majority of cases, with a target value to be reached at the end of 2022.

For indicators with a target, a progress rate shall be calculated according to the formula: (present value-initial value)/(target-initial value)

3. Mode of data production

The data have been consolidated, produced and published by and under the responsibility of the ministries carrying out the relevant priority reforms. The national project managers of the priority reforms were thus responsible for collecting, producing and/or providing the data to DITP, which would then make them accessible at the territorial and national levels, within the PILOTE tool, a single and territorialised scoreboard for steering priority reforms. Its access was restricted to members of the Government and their cabinets, as well as central and devolved government officials with operational responsibility for priority reforms.

The data files are in UTF-8 format.
