Description

This is one of the tasks assigned to DINUM (formerly DINSIC): securing large IT projects of the State and bodies under the supervision of the State. Thus, before launching a project of more than EUR 9 million, each ministry must request a compliance notice from the Director of DINUM, under [Article 3 of Decree No 2019-1088 (1)] (https://www.legifrance.gouv.fr/loda/article_lc/LEGIARTI0000392808/2019-10-28), the application of which is specified by [the Order of 5 June 2020] (https://www.legifrance.gouv.fr/loda/id/JORFTEXT000042152725/). Each project is then evaluated according to five criteria: strategy, finance, governance, implementation and planning. The National Agency for the Security of Information Systems (ANSSI) analyses the security aspect. The opinion shall be accompanied, where appropriate, by recommendations highlighting the areas of improvement to be taken into account for the smooth running of the project. All projects declared compliant are then followed in the [State SI Major Projects Panorama] (https://www.numerique.gouv.fr/publications/panorama-grands-projets-si/) that DINUM has been publishing since November 2016. In the interests of transparency and openness, and in line with the law on a digital republic, the list of these opinions will be regularly updated. Notices of classified projects are not published and notices of projects subject to future tendering procedures will be deferred.
