Description

The first residence permits correspond to those held by foreigners of age following a first application for residence, so they do not take into account renewals of permits even when they change their nature (for example, an alien entered on the “student” reason who would later become “employee” will not be counted a second time as the first title). The reference date chosen is the date of commencement of validity of the residence permit. The data for the year 2021 are now final. For 2022, the data are estimated: in view of the delays between the submission of an application and the issuance of the permit, some of the documents issued in the year are not yet registered in the national management base for residence permits. They will be counted at a later date, when the final data are published in January 2024 (see L’essentiel de l’immigration n°2023-92 on successive revisions) Since the implementation of Brexit, the British have been among third-country nationals (TCNs). They are required to hold a residence permit to stay in France since 1 October 2021. This explains the exceptional massive influx in 2021, and the return to a more usual rate of early issuance of securities in 2022. They are presented in isolation in the tables below, so as to have homogeneous series over time.
