SCoT of the Pays de Brest: Commercial polarity of the Pays de Brest
Description
The SCoT, in its handicraft and commercial development document (DAAC), locates:
• 19 urban commercial polarities: they are included in urban centralities. Their wider commercial reach gives them a special function;
• 21 peripheral commercial polarities, which do not have a commercial purpose of proximity.
These trade polarities do not all have the same stakes. Six levels of commercial function are differentiated, assessed in particular on the basis of the following elements:
• the urban structure of the Pays de Brest;
• commercial supply (in terms of volume and diversity);
• the catchment area, i.e. the area of influence and the number of customers of the commercial polarity;
• the level of tourist function;
• the challenges in terms of travel.
The local planning documents delineate these commercial polarities and define specific rules for them, respecting the provisions detailed in points I-3.3.2 and I-3.3.3. of the DOO of the SCoT of the Pays de Brest.
