Urban Renovation Areas (PNRU) – Metropolitan France
Description
This dataset gathers the perimeters of the districts that benefited from the National Urban Renovation Program (established by the 2003 law) in Metropolitan France. Within this set of neighbourhoods, we distinguish those who have been the subject of an urban renewal agreement and the others. The data contain the perimeters of the city’s policy districts eligible for the PNRU, whether or not they have benefited from them.
The variable “Categorie_neighborhood” distinguishes the neighbourhoods that have been the subject of an urban renewal agreement:
—Consolidated ‘PNRU’ quarters: neighbourhoods included in the national urban renewal programme and which have been the subject of an urban renewal agreement between ANRU, local authorities, project owners, Action Housing and Caisse des Dépôts et Consignation.
—Unconventioned ‘PNRU’ quarters: neighbourhoods which have benefited from urban renewal operations in the PNRU but have not been the subject of an agreement.
—Neighbourhoods ‘excluding PNRU’
For the “PNRU” districts, the data include the following information, taken from the ANRU Agora Information and Management System:
number of demolished social housing units (“Nb_Demo”), number of social housing units built (“Nb_so_cons”), number of housing units for recycling old degraded housing (“Nb_recycl”), number of social housing units rehabilitated (“Nb_Rehab”) and number of residential social housing units (“Nb_Resid”), within the perimeter of the neighbourhood.
The variable “TYPE” distinguishes the “Zus”, defined by the 1995 Act, and the so-called “Article 6” quarters defined by the 2003 Act.
