Sensitivity of the landscape units of Burgundy-Franche-Comté to the reception of wind works

Level of sensitivity of the landscape units of Burgundy-Franche-Comté to the installation of wind works. This regional layer is derived from the merging of the departmental layers, each department of the region having been the subject of an individual study but using the same method of sensitivity analysis. Following the initiative of this type of study carried out for the Côte d’Or department in 2009 (studies carried out by the NFB and DREAL), the regional renewable energy cluster decided in 2013 to extend this approach to the other 7 departments, whose studies were carried out by the Couasnon agency in 2015 (Nièvre), 2016 (Saône and Saône-et-Loire), 2018 (Doubs) and 2019 (Jura, Haute-Saône, Territoire-de-Belfort). The sensitivity of landscape units, ranging from medium to very strong, is evaluated according to 4 criteria: the amplitude, scale, artificialisation and social recognition, for each of which he is answering yes, no or a nuanced value, leads to a global appreciation of unity. The ‘low’ level was not chosen, considering that the reception of wind works produces a change in the landscape regardless of the existing landscape. The amplitude is characterised by the importance of elevation or relief. The scale is determined by the size of landscape elements and landscape structures (split layout and sizing, ranges of views, density and degree of visual permeability of the bocage, distribution and extent of wood, presence of habitat and human activities). We speak of closed or intimate landscapes and the opposite of open, even very open landscapes Artificialisation, or anthropisation, corresponds to the transformation of spaces, landscapes or natural environments by the action of man. Social recognition corresponds to the notoriety and attachment of the population to a landscape. It can be understood by spontaneous attendance, measures of protection and valorisation, animation, presence of appearance in tourist guides, perception surveys, etc. For the Burgundy region, it is the results of the study “The social recognition of Burgundian landscapes”, carried out for DIREN in 1999, that are used. The landscape units used in input data as a reference for the analysis are as follows: \- for the 4 departments of the former region of Franche-Comté: Atlas of Franche-Comté landscapes in 4 volumes (1 volume per department, each with a common part) carried out in 2000 by the departmental CAUE, Conseil Général du Territoire de Belfort, and Laboratoire THEMA. Groupings of units were carried out for the purposes of the study that were used. \- For the department of Yonne: Atlas of landscapes of Yonne, led in 2008 by the DDE of Yonne and the DIREN of Burgundy. \- For the departments of Côte d’Or and Saône-et-Loire: Map of the large landscaped ensembles of Burgundy carried out by DIREN Bourgogne in 1997, groupings of units were carried out for the purposes of the study. For the department of the Côte d’Or the Dijon agglomeration is not the subject of a value rating of landscape sensitivity. \- for the Nièvre: The departmental landscape atlas.
