Monitoring Social Urban Development 2007

Description

The update of the Social Urban Development Monitoring 2007 presented here evaluates socio-structural data for the observation period 31.12.2005 to 31.12.2006. As with the previous reports, the spatial viewing level is the level of the 338 traffic cells (Vz) of the state of Berlin. The update of the Monitoring Social Urban Development 2007 redesigns the statistical method by which the results of the analysis are summarised. The previous typing of the areas by a cluster analysis is replaced by an index method that allows the mapping of the change of areas over a longer period of time. A particular problem with updating was the change in unemployment and social assistance statistics due to the revision of the Social Codes in 2005. New indicators had to be established here, which were differentiated according to the characteristics of “unemployment” and “transfer reference”. This has also led to the minimisation of indicators from 17 to now 12. The new analysis is based on data on 12 indicators in the areas of mobility and selective migration, demographic situation, unemployment and transfer reference. 6 of these indicators are combined into one status index and 6 into a dynamic index. The status index and the dynamic index finally form the development index (in ratio 3:2), which represents the positively conspicuous quintile of traffic cells (64 Vz), the particularly negatively striking deciil (32 Vz) and the next negatively conspicuous deciil (32 Vz). For the latter, there is a need for intervention and prevention, with a clear need for intervention at penultimate level. The finding is similar to that of the Monitoring Social Urban Development 2006: As in the past, the western inner-city areas represent the most problematic types of areas in Berlin. Parts of Kreuzberg were able to improve. On the eastern outskirts of the city, negative trends in development have been sustained and spatially expanded in the large settlement areas. The same can be seen for the areas in settlements and large settlements of social housing in the western periphery of Berlin. The eastern inner-city areas, on the other hand, have continued to stabilise.
