Annual salaries and balances of off-scale groups

List of columns:
— effective date: date of entry into force of the new amount;
— date_text: date of the decree or order;
— date_appearance_jo: date of publication in the JORF;
— group_A_I_EUR, group_A_II_EUR, etc.: a column for each chevron (I, II or III) of each group (A, B, bbis, C, D, E, F and G) with an amount expressed in euros or francs;
