Description

The Territorial Directory of Enterprises was created by Decree No 1025/CM of 27 August 1986 and was approved by the Commission Nationale de l’Informatique et Libertés. The general principle is that “any natural or legal person exercising independently an economic activity self-employed as listed in the Nomenclature of Activities and Products of 1973 and its subsequent updates and territorial adaptations” is entered in the TEN and receives a unique identity number. # The number T.A.H.I.T.I. This identity number is a serial number with no special meaning consisting of 6 digits called the T.A.H.I.T.I. (Hierarchised Automatic Treatment of the Institutions of Tahiti and the Islands). Since October 10, 2011, a new TAHITI number was put in place with a letter and 5 digits as the old numbering had come to an end. Similarly, each establishment of a company is identified by a 9-digit number: the first 6 digits are those of the company and the last 3 are a serial number of the establishments within this company. An establishment is a fixed place where the undertaking carries on business for a period of at least 6 months. An establishment can be a factory, a workshop, a store, a warehouse, an office,... A company includes as many establishments as different geographical locations. She always has at least one: the registered office (for a company) or the principal place of business (for a sole proprietorship). # Activity code (CODE APE) Registration in the TEN automatically results in the classification of the company in a sector of activity; the ISPF assigns for each company a code of Principal Activity Exercise (APE) using the Nomenclature d’Activités Française (NAF) revised in 2008. This EPA code has a statistical purpose; knowledge of the various activities carried out by companies and their establishments is of essential interest to that of the fabric of the productive apparatus. The allocation of the EPA Code does not in itself create any rights or obligations for undertakings, that is to say, it does not have any legal effect on its own. The EPA Code is a presumption, but not a proof of belonging to a targeted sector of activity. The role of the ISPF is not to determine the scope of the various regulations or conventions. The adoption of a single classification of business activities by all administrations makes it possible to have consistent and comparable indicators on the various aspects of the economic fabric. The EPA code, assigned by the ISPF, is initially apprehended on the basis of the information declared by the companies at the time of their creation, but the reporting channels do not really allow it to be followed up, since its elements of assessment are only recorded at the time of changes in activities or addresses giving rise to an administrative formality or when issuing a certificate of registration in the TEN. # Users of the number T.AH.I.T.I. By its uniqueness, the T.A.H.I.T.I. number makes it possible to unambiguously identify a company and, if necessary, its establishments. For this reason, it is used in most administrative formalities. Among the administrations using this number: — the Directorate for Taxes and Public Contributions (patent and VAT) — the Social Security Fund (employers) — the Employment, Training and Vocational Integration Service — the Customs Service (clearance) — La Poste (opening BP, Vini) — the Directorate-General for Economic Affairs (fret) — the Finance Department — the Agricultural Register (farmer’s professional card) — the Marine Resources Directorate (fishing licence) — the public treasury — the Youth and Sports Service (sport associations) — the Land Transport Directorate (gray cards) — the Crafts Department (artisan associations) — banks (opening of professional accounts) Article 20 of the Decree establishing the TEN also stipulates that “the identity number may be required by territorial administrations and undertakings entrusted with a public service as a pre-requisite to any request made by a person subject to the directory”.
