Regional Ecological Coherence Scheme (SRCE) of Burgundy

Description

The **Regional Ecological Coherence Scheme (RESC)** aims to ensure the preservation and/or restoration of terrestrial and aquatic ecological continuities so that they continue to fulfil their functions and provide services useful to human activities. Ecological continuities include ‘biodiversity reservoirs’, areas in which biodiversity is richest or best represented, and ‘ecological corridors’ that provide connections between these reservoirs, providing species with favourable conditions for their movement and the fulfilment of their life cycle. Co-led by the State and the Region, as part of the development of the Regional Biodiversity Strategy (RBS), (a unique case in France), this scheme is the result of 5 years of broad consultation, punctuated by highlights that each brought together more than 250 participants such as the "launch of the RBS and the SRCE" in January 2012, the "regional biodiversity bases" in September 2012 and the "restitution forum" of the RBS and the SRCE in December 2103 after the organisation of 3 seminars and around 30 workshops and working groups during which all biodiversity stakeholders in the regions were invited to participate in the exchanges. The procedure for the regulatory adoption of the SRCE required: \- a three-month consultation of the Regional Scientific Council for Natural Heritage (CSRPN), the 4 departments and 130 groupings of municipalities of the region, as well as the Morvan Regional Natural Park (carried out from 21 May to 26 August 2014). \- a one-month regional public survey (29 September to 31 October 2014). The report, conclusions and opinion of the Commission of Inquiry were delivered on 10 December 2014. "The Committee of Inquiry shall issue, unanimously, an OPINION FAVORABLE for the regional ecological coherence scheme." It was the subject of an opinion of the Regional Economic, Social and Environmental Council (CESER) meeting on 10 March 2015. The members of the Regional Biodiversity Committee were involved in all stages of the development of the SRB and the SRCE and were brought together in strict formation on 10 April 2015 for a successful presentation of the SRCE.
