Regional Ecological Coherence Scheme (SRCE) of Franche-Comté
Description
The **Regional Ecological Coherence Scheme (SRCE)** is an integrative tool for the implementation of the Grenelle de l’Environnement in terms of biodiversity. It represents the scheme defining a ‘green and blue grid’ at regional level. The Green and Blue Frame (TVB) is a network of ecological continuities (or subframes) on land (green component) and water (blue component). These continuities are formed by reservoirs of biodiversity and ecological corridors. TVB contributes to the favourable conservation status of natural habitats and species, and to the good ecological status of water bodies. For the Franche-Comté region, biodiversity is at the heart of regional development issues: the importance of the extent of the natural and semi-natural areas (90% of the territory shared between forests and meadows) and the mountain and forest massifs of the Jura and Vosges sign the identity of the region. As for the hydrographic network, it has a particular responsibility for the region upstream or at the head of the Saône, Doubs and Ain basins. Given the challenges associated with the management and preservation of this natural heritage (ecological, economic, social, cultural), many tools and actions are mobilised and implemented at regional level, whether regulatory (292 biotope protection orders, 7 national nature reserves, 5 regional nature reserves (5 in consultations, 1 in second consultation before classification and 1 in appraisal), 9 biological reserves, 73 classified sites, etc.) or contractual (250 000 ha classified as Natura 2000 areas, 52 sites protected and managed by CEN, 2 regional natural parks, etc.). Other plans – national and regional – for areas and species complement these tools: national action plans for species (Saxifrage oeil-de-bouc, Râle des genêts, Grand grouse 2012-2021, etc.), national action plan for wetlands, regional action plan for chiropteras, the regional action plan for Maculinea 2011-2014, the regional action plan for Odonates 2011-2014, etc. In addition, DREAL Franche-Comté has carried out a great deal of coordination of stakeholders and schemes by investing since 1999 on the theme of ecological continuity. The SRCE, a strategic document co-developed by the State and the Region, based on existing knowledge, therefore plays a role in bringing together public policies on biodiversity, protection and management of natural areas. Moreover, as a spatial planning tool, it is an opportunity to develop a concerted and shared territorial project with different users and local actors, taking into account socio-economic activities. The development of the SRCE has three main components: (i) a component on regional issues associated with ecological continuities, based on a diagnosis of the region, which is intended to be the ‘most shared’ possible; (ii) a cartographic component, which proposes a cartographic representation of the regional ecological sub-frames and the Green and Blue Trame; (iii) an action plan component, which identifies measures to ensure the preservation of the good functionality of ecological continuities as well as measures to support the implementation of the ecological continuities of the territories concerned by the regional scheme. During the diagnostic phase, seven sub-frames were identified with regard to the challenges of preserving the ecological continuity of the Franche-Comté region: \- the sub-frame of forest environments \- the sub-frame of permanent herbaceous environments \- the sub-frame of landscape mosaic environments \- the sub-frame of open xeric environments \- the sub-frame of underground environments \- the sub-frame of wetlands \- the sub-frame of aquatic environments The identification of sub-frames and components (reservoirs and corridors) of the Transme Verte et Bleue Franc-Comtoise is mainly based on land cover. The method used begins with an indiscriminate and complete approach to spaces: All land use, without distinction or emphasis on heritage natural areas, which are already known and recognised for their biodiversity.
