Relations between the State and its operators
Description
At the request of the National Assembly, the Court investigated the relations between the State and its operators, a category of bodies entrusted with a public service mission monitored in the financial laws for 15 years. These nearly 500 entities received state funding of EUR 53.8 billion in 2019 and had more than 436,000 jobs. Their follow-up in finance law enriched Parliament’s information and controlled the progress of state competitions over the period 2015-2019.
However, several developments appear desirable. The consistency of the scope of State operators must be strengthened by a more uniform application of the connecting criteria. In terms of means, operators’ employment ceilings should be adjusted and their debt better regulated. Finally, the State should strengthen its strategic management over its operators, in particular through the development of the performance approach.
The Court makes a total of seven recommendations.
