Description
The rise of municipal police, already observed by the Court over the period 2000-2010, continued between 2010 and 2018. Their strengths continued to grow, their geographical deployment to diversify, their equipment to be expanded and their missions expanded, in some cases assimilated to those of the national forces. These developments, destined to strengthen in the coming years, call for a proactive policy on the part of the State to better frame certain practices, strengthen governance at national level, better train agents and better organise complementarity between municipal police and state security forces.
The Court makes 11 recommendations to that end.
