The management of Pôleemploi, ten years after its creation
Description
Resulting from the merger of ANPE and Assédics in 2008, Pôleemploi is one of the largest operators in the State, with a workforce of more than 53000 employees at the end of 2018. For its operation, in 2018 the institution had EUR 5.5 billion in resources (including EUR 3.4 billion in Unédic grant and EUR 1.5 billion from the State).
It paid benefits to jobseekers in the amount of EUR 33.9 billion on behalf of unemployment insurance and EUR 2.8 billion for the State and the Solidarity Fund. In the first quarter of 2019, Pôleemploi was expected to support 5.6 million jobseekers (compared to 4.2 million at the end of 2011).
In this report prepared before the health crisis, the Court takes stock of the management of Pôleemploi, ten years after its creation, examining its strategy, its governance, the management of its financial and human resources, and its performance. Employment Pole, which has to manage a mass audience and personalise the service rendered, has led a profound transformation with means of continuous growth, while leaving behind sources of effective working time and management practices of challenging executives. While the objectives set at Pôleemploi were met, they lacked ambition. Overall, results achieved in terms of return to employment should take precedence over other performance indicators.
