Means of combating terrorism
Description
At the request of the Finance Committee of the National Assembly, the Court investigated how France fights terrorism. Since the attacks in 2015-16, legal, budgetary and human resources have been increased, and prevention, border control and protection of public space have been stepped up.
With strengthened resources, the entire legislative and regulatory framework appears to be robust and comprehensive, although some difficulties remain. A considerable budgetary effort has enabled the recruitment of new personnel, mainly assigned to the services most involved in the fight against terrorism. New strategies have been implemented to identify, prevent or respond to potential perpetrators of attacks. The penitentiary administration has adopted a mixed strategy for prisoners for terrorism or considered radicalised, which has not yet been evaluated. Ensuring the long-term follow-up of prisoners who have served their sentences is a real challenge. The Court considers that, in the face of the terrorist risk, the means employed and their use have been appropriate.
