Description

The Ministry in charge of the Environment has commissioned the Centre Interprofessional Technique d’Etudes de la Pollution Atmospherique (CITEPA) with a mission of “territorialisation” — or “spatialisation” — of the national GHG inventory. Spatial resolution is communal, structures stable over time and then aggregated by EPCI. It is based on both a breakdown of national GHG emissions at the municipal level and already spatialised information. This spatialised inventory is intended to give orders of magnitude relevant for the year 2016. It does not have the level of fineness and precision of the inventory work carried out at the territorial level by approved air quality monitoring associations (www.atmo-france.org), regional energy agencies (www.rare.fr), or national work with high spatial and temporal resolutions (large-scale project type National Spatialised Inventory — NSIs). It can be a “default” inventory for communities that do not have access to already well-established territorial GHG inventories. Spatialised data on other air pollutants (particles, nitrogen oxides, etc.) are regulated and periodically calculated and made available by approved air quality monitoring associations. They can be integrated into the PCAET diagnosis of communities. Regional energy observatories make available to territories data related to energy consumption and production via their regional platforms, accessible from www.rare.fr. The dataset proposed here integrates the effects of all greenhouse gases, detailing emissions by municipality and sector. If the data are disseminated to the municipality, they are representative only on a scale aggregated to the EPCI.
