(ICPE — IED) Environmentally classified installations in Pays de la Loire — (Industrial Emissions Directive)

Description

In France, certain installations operated by undertakings or communities in particular present dangers or disadvantages to the convenience of residents, health, safety, public health, agriculture, the protection of nature and the environment, the conservation of sites and monuments. For this reason, they are subject to a specific regulatory framework and may be subject to inspection by the State services or by private bodies for the least sensitive installations subject to periodic inspection. For this purpose, these installations are classified under the title “Environmental Protection Plants — ICPE”. Directive 2010/75 of 24 November 2010, known as the Industrial Emissions Directive, replaced the IPPC Directive (‘Integrated Pollution Prevention and Control’). It retains its guiding principles but reinforces a number of requirements for the prevention of air, water and soil pollution from industrial facilities. The Industrial Emissions Directive (IED) sets out at European level an integrated approach to the prevention and reduction of pollution from industrial and agricultural installations falling within its scope. One of its guiding principles is the use of best available techniques (BAT) to prevent pollution of all kinds. It requires Member States to base the permit conditions of the installations concerned on BAT performance. It provides, inter alia, for new arrangements for reviewing the prefectural decrees and for drawing up a basic report defining the state of soil and groundwater. The FDI Directive has been gradually transposed into French law. In this context, headings 3xxx of the nomenclature of Classified Installations for the Protection of the Environment (ICPE) were created by Decrees Nos 2013-374 and 2013-375 of 2 May 2013, in order to better identify the activities concerned by that regulation. These coordinates can have several levels of accuracy: * Common centroid: the coordinates were automatically entered by a point in the centre of the commune * Postal address: coordinates were determined by geocoding of the institution’s address * Precise coordinates: the coordinates do correspond to the location of the establishment (seized on an orthophotographic background) * Initial coordinates: the coordinates have been taken from GIDIC and their accuracy is unknown. The field “precision” or “Quality of geolocation” contains either of these values.
