First residence permits are issued to adult foreigners following a first application for residence, but do not take into account renewals of titles even when they change their nature (for example, an alien entered on the “student” ground who would subsequently be “employee” will not be counted a second time as the first title).

The data for 2018 are provisional. Given the deadlines between the submission of an application and the issuance of the permit, some of the 2018 documents are not yet registered in the national management base for residence permits. They will be counted at a later date when the final data is published in January 2020. The data for 2018, published on 15 January 2019, were estimated by statistical methods and did not correspond to securities recorded in the management bases.

The stock of valid securities in circulation does not exactly correspond to the presence of a foreign national in the territory, because the title remains valid even if the foreigner has decided to leave France.
