Description

First residence permits are issued to adult foreigners following a first application for residence, but do not take into account renewals of titles even when they change their nature (for example, an alien entered on the “student” ground who would subsequently be “employee” will not be counted a second time as the first title). The data for 2016 are final. Given the deadlines between the submission of an application and the issuance of the permit, some of the 2017 documents are not yet registered in the national management base for residence permits. An initial estimate of the issuance of first titles is presented below. The stock of valid securities in circulation does not exactly correspond to the presence of a foreign national in the territory because the title remains valid even if the foreigner has decided to leave France.
