The assignment and mobility of State officials
Description
In the last 10 years, the employment ceilings and the physical numbers of state administrations have been declining overall, although they have increased in almost a third of the departments (west and south of France). Each year, about 40000 state officials are recruited and 150000 are geographically mobile. Spontaneous mobility is at the expense of unattractive areas and the place given to seniority and classification in the rules of assignment is too important. The management of assignments and mobility must be reviewed to better meet the needs of users, combat the attractiveness of certain territories and jobs, better anticipate needs and better manage the human resources of the State.
