The special pension schemes of RATP, SNCF and the electrical and gas industries
Description
The Social Affairs Committee of the National Assembly has asked the Court for an investigation into the special pension schemes of RATP, SNCF and the Electrical and Gas Industries (IEG), which are public or private establishments or companies that are now subject to competition or are expected to be competitive in the future. These three schemes concern 325,000 contributors, 347,000 retirees and 135 000 beneficiaries of reversions. In 2017, they paid EUR 11.4 billion in benefits and received EUR 5.5 billion in public contributions. Managed since the mid-2000s by autonomous caisses, they were the subject of reforms in 2008, 2010 and 2014 aimed, inter alia, at harmonising their parameters with those of the public service. These reforms have been implemented in a phased and very gradual manner, with very favourable support and the maintenance of many specificities. The Court makes ten recommendations on schemes and fund management, in line with previous reforms and with a view to a universal pension system.
