HIV prevention and management
Description
At the request of the Senate, the Court conducted an investigation into major developments in HIV prevention and care policy in France since 2010. In 2016, about 172700 people lived in our country with HIV, including 31000 out of care and 24000 unaware of their serological status. The epidemic is still active and the number of cases discovered, estimated at 6,424 in 2017, remains at a high level.
Going beyond the WHO recommendations, France has put in place a very ambitious strategy to eradicate new cases by 2030, but it has not given itself the means to achieve its objectives, in particular in terms of prevention and testing. Increased control of drug spending would provide additional resources to develop new prophylaxis or screening tools. The Court makes ten recommendations to this effect.
