Digital Public Service for Education
Description
The law of refounding the school of the Republic created in 2013 the “public service of digital education”, to teach students digital techniques for their civic and professional integration, to improve pedagogy through the use of digital services and resources in the classroom, but also to promote equal opportunities. The aim was also to modernise the management of the educational service, facilitating relations between teachers, pupils and parents.
The assessment of its implementation is disappointing. While public investments in digital technology have made significant progress, the conditions for deploying this public service are far from being met: the connection of schools and schools is still insufficient and, in many cases, non-existent; strong inequalities in the equipment of classes and pupils remain between the territories; the supply of digital resources, abundant and often innovative, is not organised; without sufficient initial and continuing training, only a minority of teachers are comfortable with digital-based pedagogy.
To address persistent inequalities in access to the digital public service, the Court recommends providing schools, colleges and high schools with a basic digital base.
