The situation and outlook for public finances
Description
The general government deficit declined again in 2018, to 2.5 points of GDP, but lower than in 2017. Public debt against GDP has stopped rising, for the first time in ten years.
The trajectory of the April 2019 Stability Programme projects an increase in the deficit and debt this year, due to the transformation of the CICE into a lower burden, then a decline from 2020, but at a markedly slower pace compared to the previous programme.
While the 2019 forecast is achievable, despite risks of exceeding the spending targets, the 2020-2022 trajectory, which does not take into account the measures announced at the end of April following the Great National Debate, is affected by many fragilities, diverges from that of our neighbours and is not consistent with the law on public finance programming of January 2018.
