The financial situation of social security in 2018
Description
In order to improve Parliament’s information during the debate on the orientation of public finances, the Court now presents its analyses on the financial situation of social security in two stages. This report, which examines the social security accounts in 2018, is the first part of this report. The aggregate deficit of the general scheme and the old-age solidarity fund (FSV) is approaching balance, at EUR -1.2 billion in 2018 after -EUR 5.1 billion in 2017. The rate of increase in the national health insurance (Ondam) expenditure target of 2.2 % was 0.1 percentage points lower than in the Social Security Financing Act. However, total expenditure increased faster in 2018 than in 2017 (+ 2.4 % versus + 2 % at constant field), mainly due to the growth rate of old-age insurance expenditure.
