Local mixed-economy companies
Description
At the request of the National Assembly, the Court investigated the development and financial situation of local mixed economy companies (SEML, more commonly referred to as SEM). In 2018, they accounted for 71 % of local public enterprises (EPL) and employed more than 50,000 people, with an overall turnover of EUR 11.6 billion. Their area of intervention has gradually expanded beyond their original competences and their activity may lack transparency with regard to the deliberative meetings of shareholder communities, increasing their legal and financial risks. The Court makes nine recommendations aimed, in particular, at better control of these risks, in order to secure this tool of communities.
