The information systems of DGFiP and DGDDI
Description
At the request of the National Assembly, the Court studied the IT investments of the Directorate-General for Public Finance (DGFiP) and the Directorate-General for Customs and Indirect Duties (DGDDI). These two directorates alone account for more than a quarter of the expenditure and computer staff of the State outside the Ministry of Armed Forces. They have extensive information systems, managed with seriousness and reliability, but the age of certain hardware and applications limits their evolution. Significant structural weaknesses, particularly in terms of governance, strategy and human resources management, also constrain their digital transformation. The digital transition of both directions must now accelerate in order to improve the service rendered and increase its performance. The Court makes ten recommendations to that effect.
