SDIS and civil security personnel
Description
The Court and 13 Regional Audit Chambers conducted a survey of the personnel of these local public institutions and national civil security assets, including air security, with the Directorate-General for Civil Security and Crisis Management (DGSCGC) and a sample of 34 fire and rescue services (SDIS).
The SDIS are evolving in a context marked by the stagnation of their workforce, the deterioration of the financial situation of the departments, which are their main funders, and the recent weakening of the legal status of volunteer firefighters. They are also facing increasing risks and increasing demands, mainly in the area of emergency relief to people, particularly as a result of medical desertification and the ageing of the population.
This evolution, which illustrates the availability, commitment and dedication of firefighters, is, however, not sustainable. The State and departments must provide the SDIS with a framework and tools to better control their personnel costs. It is also up to them to review the missions of the fire and rescue services in order to refocus them on the core of their responsibilities.
