Records of the deliberations of the Municipal Council of Lisieux

Description

The Municipal Council has general jurisdiction under ordinary law to settle the affairs of the municipality through its deliberations. This concept of communal affairs does not relate to a precise definition, but it is characterised by the pursuit of the communal public interest and the absence of intervention in an area devolved by law to another legal person governed by public law (State or its public institutions, other local authorities including public institutions of intercommunal cooperation...). As part of its general competence, the Municipal Council may therefore take deliberations with a wide range of purposes: • Creation, abolition, organisation and operation of municipal public services; • Adoption of the municipality’s budget and administrative account; • Fixing of tariffs; • Approval of contracts and contracts; • Appointment of representatives or delegates to represent him in certain external bodies; • Creation and establishment of public schools and kindergarten and elementary classes (competence shared with the State); • Management of municipal real estate; • Notice when the @-@ is required by legislation or requested by the State representative in the department; • Wishes on all topics of local interest. The Municipal Council cannot regulate by deliberation the powers which have been delegated by law to the Mayor, and can no longer exercise the powers which it has delegated by deliberation to the Mayor (decisions of the Mayor).
