The role of CHUs in the provision of care
Description
At the request of the Senate, the Court analysed the role of University Hospitals (CHUs) from 2011 to 2017 in terms of the provision of care, both in terms of meeting health needs and in the proper use of their resources. The 30 CHUs account for nearly 38 % of public hospital stays. Their care mission is carried out in a heterogeneous way, in terms of volume, activity or types of activities, and does not always distinguish the CHUs from other establishments. Fragile and unbalanced for several years, their financial situation is characterised by insufficient regulation of their expenses and increasing external expenditure. There is room for progress in the quality of acts. A structuring of the CHUs into a dozen networks throughout the territory seems necessary to improve research, the offer of care, and deepen relations with the other care facilities within their jurisdiction. The Court makes a total of eight recommendations.
