Enrolment fees in higher education
Description
The public system of higher education is based on the principle of quasi-freeness for the student. However, this principle, inherited from the post-war period, is experiencing increasing sprains. The massive growth of the student population, the internationalisation and the development of the training offer are creating new needs in institutions, the bulk of which is financed by public funds. While all actors highlight a “underfunding” of French higher education, enrollment fees are one of the possible levers to increase its resources.
In this context, pursuant to the second paragraph of Article 58 of the Organic Law on Finance Laws, the Committee on Finance, the General Economy and Budgetary Control of the National Assembly has asked the Court for a report on enrolment fees in public higher education examining different assumptions of evolution.
