The privatisation process of Toulouse, Lyon and Nice airports
Description
The opening of the capital of Toulouse airport companies (in 2015), Nice and Lyon (in 2016) took place in a context of strong growth in air traffic, with valuation levels above the expectations of the shareholder State. While the privatisation process of Toulouse airport has revealed serious shortcomings and remains unfinished, it has been improved for Lyon and Nice. In general, divestiture procedures do not take sufficient account of the industrial, environmental and social dimension of the projects. The State must define precisely the interests it intends to preserve, adopt a comprehensive strategy and maintain a high level of information on decisions affecting the quality of the public aeronautical service. The Court makes seven recommendations to this effect.
