The state and outlook of public finances

Description

The general government deficit was reduced to 2.6 GDP points in 2017, close to its 2007 level, but with a mandatory tax rate and a share of government expenditure in GDP three percentage points higher than a decade ago. While France has exited the excessive deficit procedure, public debt, which has increased by 32.3 points since 2007, now stands at 96.8 points of GDP. The relative situation of our country has deteriorated compared to that of our European partners. The deficit forecast for 2018 (2.3 GDP points) is achievable, but with a moderate risk of overshooting. The path of public finances 2019-2022 is frail, covering growth assumptions, the failure to take into account some of the announced reductions in mandatory levies, the lack of precise documentation of the planned slowdown in real expenditure from 2020 and the distribution of balances between the different categories of general government.
