The DGFiP, ten years after the merger
Description
The creation in 2008 of the Directorate-General for Public Finance (DGFiP), by merging the Directorate-General for Taxation and the Directorate-General for Public Accounts, was one of the emblematic reforms of the general revision of public policies. With more than 103,000 staff and a budget of almost €8 billion in 2018, the DGFiP is the second largest civil administration in the State. It carries out a large number of highly technical tasks at the service of individuals, businesses, the State, local and regional authorities and hospitals. Ten years later, the Court takes a mixed picture of the reform, both in terms of quality of service and efficiency. It makes a real transformation of the DGFiP essential, defining a strategy for change and removing the main factors that hinder, or even block, its implementation. As a new chapter of state reform begins, the Court makes a set of recommendations to improve service delivery and reduce costs.
