The increasing use of contract staff in national education
Description
Contract staff in the school system, employed directly by the Ministry of National Education or by educational institutions, accounted for 203,000 people in 2016-2017, or almost 20% of the workforce, for an estimated annual expenditure of €3.7 billion. Non-permanent substitute teachers, education assistants, persons accompanying pupils with disabilities, persons on assisted contracts: the use of contractors has become massive, due to uncontrolled constraints and the absence of structural reforms, resulting in difficult costing and complex and increasingly rigid management. Faced with this issue, which has become significant, the Ministry of National Education must adopt a multiannual vision and an employment doctrine. The Court makes eight recommendations to this effect.
