Support for renewable energy
Description
The Court analysed the policy to support the development of renewable energies. France has been lagging behind in achieving the very ambitious targets it has set itself, and has made little use of the deployment of renewable energy in its industrial fabric. The financial resources mobilised by the State – mainly for the benefit of electric renewable energies – are nevertheless substantial (€5.3 billion in 2016), growing and unbalanced between the various production sectors. Parliament is also insufficiently involved in defining the objectives of this public policy and the budgetary burdens it generates. The update of the multiannual energy programming in 2018 should allow for the emergence of a more concerted and coherent energy strategy. This must be based in advance on the calculation and identification of the full cost of the envisaged energy mix and the support it would provide. The Court proposes two guidelines and makes six recommendations to this effect.
