The ‘Living Better’ programme of the National Housing Agency (ANAH)
Description
This programme, led by ANAH, aims to support low-income households with subsidies to undertake work to improve the energy efficiency of their homes. Between 2010 and 2017, this program allowed the renovation of 243,239 homes for an amount of €2,487 million. Despite the lack of stability of its resources and regulations, the ‘Living Better’ programme has shown encouraging, albeit mixed, results and is well managed and evaluated. The Court makes seven recommendations, in particular to improve the programme’s capacity to contribute to achieving the ambitious objectives set in the context of the Grand Investment Plan (2018-2022).
