PIA tools dedicated to the valorization of public research
Description
The valorisation of public research refers to the way in which the knowledge produced by researchers in public bodies is used by companies or researchers themselves to produce economic and social value. It can be done through partnerships between public laboratories and companies, through technology transfers or through the mobility of researchers between the public and private sectors.
New schemes to enhance the value of public research have been created under the Investment for the Future (IPF) programme. The Court takes an initial assessment of their functioning in order to analyse their effectiveness, following up on its 2015 report on the management and governance of the AIP.
State support for this policy can only be assessed in the long term. Nevertheless, the results obtained by some of the valuation structures created by the PIA, far behind the initial forecasts, must lead the public authorities to rapidly tighten the scope and funding of these new tools.
