National education: organise its evaluation to improve its performance
Description
The Court analysed the degree of consistency of the different evaluation tools existing within the national education system and their impacts. It notes that evaluation within the education system has never been considered as a whole, in institutional, administrative and functional terms. The current evaluation remains too indecisive, cultural obstacles remain to be overcome and the bodies in charge of monitoring have changed three times in less than 15 years.
The Court proposes three reform guidelines: order the evaluation function to create a coherent system and publish a multi-annual report on the performance of the French school system, in particular, the measurement of the level and achievements of pupils during and at the end of compulsory schooling. It is also a question of developing the culture of evaluation by all those involved in the education system.
